Neighboring Houses show as Default/Empty

I have this bug in my game, and I can replicate it every time in my save (I saved just before the bug appeared).
 
How the bug appeared:
I used a save file that is saved before the bug appeared. 
I had around 65-70 units (?) in my save file when the bug appeared.

How to detect the bug:
1. Use my save file. Create 1 new unit (residental rental unit). 

2. Go to manage worlds and map view. Load into another lot. All lots in the surrounding now appear as the default lots (the lots from when you start a new save). In map view the correct lots are shown, it's only when you load into a lot that you see the bug. Other worlds are also affected and show the default lots when the bug appear (I tested with Willow Creek, Oasis Springs, Del Sol Valley, Tartosa). 

What I tested:

1. Removed 1 unit from the save file (tested to remove the 1 unit from different lots with the same outcome).
Outcome: The bug disappeared after I removed the 1 unit and when I loaded into a new lot the surrounding showed my lots and not the default ones. I tested to add 1 unit again and the bug once again appeared. I could replicate the bug back and fourth by doing this (the unit was just 1 room, but it had to be a room on a “bigger” lot (I could add up to 3 more units if I added them on a/multiple smaller lot(s) that was 15x20 and 182 kb before the bug appeared, but only 1 more unit on a bigger lot).

2. I disabled "Love struck" (maybe not related to this bug, but I also have the white screen bug and can't view Ciudad - when I click the world icon for Ciudad the screen turns white and crashes). I also deleted a lot of households until the sim count was down on 131 sims (unplayed and played). Then I tested to add 1 unit and the bug didn't appear, and the correct lots was shown in the surrounding. I continued to add more units and the bug appeared again when I hit 94 units in the save file. (So I could have more units before the bug appeared after I deleted stuff = the save file was smaller?).

The save file is around 86 kb.
I'm not using CC or mods.

I have all packs but the Batuu, faires, warewolves and vampires. The save game are a new save file (started it around 6 months ago) and I have mostly used build mode / the gallery / CAS and not Live mode/gameplay (I tried to build a bug free save file before I could start with gameplay).
