About "white screen bug and can't view Ciudad" - Do you use TOOLS? If yes did you update this? It seems like bug when Lovestruck release.
About all your test - yes, I confirm that. I have to delete "for rent" lots all the time when this happen to me.
Its funny, because limit by EA is 100 units BUT it happen about 80-90 units in my game. (Each EP lowers this value)
Oh and i had even 200 units (by mod) after For rent and all works fine.
After Lovestruck this bug show up and i need control my units in save
