I have a sim renting on the Cahyaputri sisters lot (where I am not playing them currently so they are effectively NPCs) and he cannot pay his rent. The options are greyed out in the pay bills menu on his phone and on the mail box. Interestingly, so are the options to sell solar power etc into the grid.
I do not play with mods, cc etc
