No pop-up to send infants/toddlers to daycare

Every time my sim leaves the house for class or work, I I do not get the option to send my child to daycare or hire a nanny.I have no other Sims in the household, but I do have 2 cats in the house.That's all. No other Sims on the plot, please fix this bug, my child about starved-

    is this happening for both toddlers and infants ? Children are not sent to daycare/don't need a nanny.

    Does it happen in other households too ?
