Same issue here. Did some testing and found removing the entrepreneurial trait from my sim enabled them to get promoted, so may be linked to that.
I realized this in my current save. I had two working sims, but only one had the reward trait. The one without the trait was getting promotions properly. Only got promotions for the affected sim by cheating them when the checkmark was highlighted.
how did you do that?
Removing the Entrepreneurial Trait also worked for me! I was so frustrated because I am playing the Super Sim challenge and you have to complete all levels of all the careers to win.
