No Promotions. Getting Raises instead

After attempting different careers and different Sims, their careers won't reach promotion level 10. Some careers halt at 6-8 and continue to get raises for their hard work. I believe this started after obtaining the "Entrepreneurial" reward trait.
No mods and I'd prefer to get achievements on this save, so no cheats.

This happened to me too, but I have the "Entrepreneurial" trait too on two Sims in the same household. My other Sim that has the trait is working through their job just fine and made it to the 10th promotion, all I didn't get for said job was the achievement for it.
I also do not use mods or packs and cheats are also not on.

I have this problem too since the update on PC. My sim has the entrepreneurial trait too, but they had it ages ago, it's just since the update that it will only give me raises and not promote.
I do use mods, MCCC and UI cheats, but they are all up to date and there's never been a problem with them and promotions before

This happened to me.
In career (when I was doing "have a child reaches the top of a career"), I experienced a jump from level 5 to level 9 in one shift when I was doing the athlete career for both of my young adults. After I hit level 9, no matter how many times they go to work, the bar will go from "average" to "good/excellent", and after that, it went back to "average", and I can never get a promotion in any career. I can never hit level 10 in the athlete career, and thus I can never complete the "have a child reaches the top of a career". I have "Connections" and "Entrepreneurial" trait for both young adults. I believe the bug is in the "Entrepreneurial" trait. Tomorrow, I will test having another child to go top of a career without the "Entrepreneurial" trait, and see if it works for "have a child reaches the top of a career".
I do not use mods, MCCC or cc. My game is 100% vanilla, and I played in a PC. I believe the problem comes in the update.

Here is an update:
After raising another sim without the "Entrepreneurial" trait, I was able to get promotion up to level 10 and actually complete the "have a child reaches the top of a career" checkmark.
