I play-tested this bug a bit, hope this helps solve the issue
1. removing Entrepeneurial trait solves the issue, i got promotion no prob (so that indicates that this bug is probably tied to boosting career performance)
2. I have entrepreneurial + professional slacker + responsible + 5-star celebrity and tried to skip my shift altogether, i didn't get any visual boost on the scale, i even lost some of it, but when shift "ended", I've got 3! promotions at once (got from level 5 culinary career to 8 instantly)
3. when i tried to remove fame and any perks that give career boost (except entrepreneurial) and generally tried to slack off at job, so that the bar wouldn't go to right end, i still got promotion by 3 levels at once, which definitely indicates, that issue is tied with entrepreneurial reward trait
