I’m having the same problem with a sim in the painting career. Also has the entrepreneur trait. I’m playing on Xbox. She’s a “artist en residence” +24. She earns raises even on holidays when she doesn’t go to work. She earns more than 500 Simoleons an hour! But no promotions.
Even her promotion to artist en residence was confusing/broken - she went from hungry artist (lvl3) straight to artist en residence (which is level 7). We didn’t unlock any of the career rewards from level 5 or 6, like the painting canvas rack, ability to gather inspiration from art, or the vase of sunflowers. The game seems to be unsure if she’s level 4 or 7 in the career.
Update, I removed the “entrepreneurial”trait and had her quit the job. I then rejoined (and she was able to join at level 7??). It properly registered her at level seven this time, and all the career objects were in the household inventory. She has been able to get promoted! Hooray!
