Ideas
So to start off with, I have Seasons and Life and Death installed only, no mods, on PS4. I have a household that has two sims at level 9 in their careers, Gamer and Diamond Agent, but for some reason they cannot get passed it. Instead it just goes +1 after they've finished work and their promotion bar is full.
I thought it was just that game so I've since started new games and the same issue occurs, they can't get promoted.
Does your sim have the entrepreneurial trait? Simmers in this link were finding that removing this helped to fix the issue

Yes they all do (the whole family do). Unfortunately I'm on PS4 and can't enable cheats otherwise the trophys won't work. I'm starting other sims to get the missing careers trophies, but I'll be sure not to get them that skill
