Leaving a little update. This is persistent for me on Windows. It happens with & without mods. After reading comments, I tested without the entrepreneurial trait and the issue fixes. Therefore, I believe the bug is related to that trait.
Did you put the trait back in afterwards and if so, what happened? One of my Sims has the same problem. She can't get the last promotion in her career (management), and she does have both entreprenurial traits, the one you get as a reward for levelling up in that career and the one you can buy in the reward store. I haven't tried removing either so far because I'm a bit reluctant to tinker with traits, but I'll try that next time I rotate to her household. Thanks for sharing.
