I have the same issue too! I play on Xbox, only base game, no mods or CC and all 3 young adults in my household won't progress past level 3 of the business, culinary and criminal career, even though they have met the skill requirements and have done the daily tasks. I watched one of them end their shift and saw the box to show promotions untick itself and her performance was reduced for some reason. None of them even get a raise, but this has happened for over a week in game and it's very annoying as it limits their aspirations.
