I can confirm it has something to do with the Entrepreneurial trait. Using the cheat traits.remove_trait Entrepreneurial (to get rid of the trait) I solved the problem. It's a workaround but at least the sims can be promoted again.
GiardiniDiMarzo Thank you for this tip on the Entrepreneurial trait. My sim was level 8 in the eSports Gamer track for the Tech Guru career. He had up to +12 promotions when I started watching why he was not getting promoted. He is a Biology graduate and received the Seasoned Gamer trait from reaching level 4 at eSports Competitor career at University. He entered the career at level 6 but got stuck at level 8. He has the Entrepreneurial trait which was purchased when he was still a teen. He would come home from a work, ending on Good very close to Excellent. Then it would reset back to Average once he was on his home lot and got paid.
I removed this trait and not only did he make the Excellent tier gaining a gold check mark the last half hour of work, but he finally got promoted. This is definitely a bug with sims with this trait. Again, thank you for the workaround and posting it so we can apply this cheat to fix the bug. Until bugs like these are ironed out, I am playing with my supersim in a new 'bugged' saved file, gaining more skills and traits. I do hope the Dev team can fix this so players do not have to cheat removing this trait.
