Same issue, on PC. Tech Guru path, stopped getting promotions after I chose a path. My sim seems to get a raise every workday, but the promotion progress bar resets after each day.
Same issue and same career path. I used GiardiniDiMarzo workaround and immediately my sim got promoted the next day of work.
I can confirm it has something to do with the Entrepreneurial trait. Using the cheat traits.remove_trait Entrepreneurial (to get rid of the trait) I solved the problem.
