Same issue for me, it seems to effect most of the careers (I only tried with 4 different ones: scientist, bodybuilder, painter, and journalist). You can bypass it a bit with the university degrees; but you'll still only be locked at the level 8 of that rewarded career boost. As, again, you'll only get a raise with your performance bar going back to average after your Sim goes to work. I play on ps5 (so no mods).
