At first I thought it was just me/my game, but it seems to be a thing on a Sims Facebook group with ever-growing users, but they didn't want to report the bug, so... here I am!
The Entrepreneurial trait you can buy with points is preventing career promotions, but the Sims will earn a raise constantly. The promotions bar is stuck on "average" and will not move no matter what you do. The only way to get back to normal is to cheat away this trait. I did it with one of my stuck Sims, and when he went to work the next day, it went normally with no raise and his bar went up to "good."
i dont have the trait and i have the problem so its not that :( my bar increases while my sim is at work and then a couple of hours after they get home the bar resets to average so i can never get promoted. i dont even know which DLC the entrepreneurial trait comes from, but i dont have it.
It's in the Aspirations tab and to the Rewards Shop and you might find the Entrepreneurial Trait there. And it's just the Base Game. When I discovered it my sim is getting raises instead of a promotion, the last promotion of the Secret Agent - Triple Agent (11) and my sim is now at Supreme Villain (10) just stuck here with +40 raises.
