I am also experiencing this. No mods currently, happened in the scientist career and then the Grim Reaper career. I had to use cheats to promote my sim. Sim would finish the workday with a yellow check and it won't promot, but get a raise. This happened about level 8 for me. So would promote to level 9 or 10.
