This is happening for me as well. Please get it fixed soon. It is very annoying.
I have tried different carriers paths and there is different times where the promotions stop and instead becomes raises, so I do not get any longer in the carrier.
What more informations do you need to fix this problem?
I do not play with mods. I have removed all packs from det game and only playing base game when the problem started for me.
I just found a comment about this cheat: traits.remove_trait Trait_Entrepreneurial
And it work immediately and me sim got his promotion. So maybe the trait is broken and needs to be fixed. I hope it is just that...
