Any characters that have the "entrepreneurial" trait are unable to get promotions. They just get raises.
Not mine. I removed the trait and I still have the same issue
Update - A few hours ago I went back into the game to make sure the Entrepreneurial trait was gone since I used a cheat traits.remove_trait <TraitName> to remove it last time. It seems as though it didn't remove it, so I tried to do it again and this time it worked. I played for an hour to see if my Performance Bar increased or resets again, and it seems this has worked for me.
