Sim joined painter career, promoted as normal until level 6 where we have to choose a career path. After this, no more promotions, just earning a raise. I tried with multiple careers and it still occurs. Every time my sim finishes work and starts daily task, the performance bar rests from excellent to average.

Same here what I don't understand is in your post it says no CC or mods, same with me. Why do all responses to bug reports then keep asking about this when it's stated there are none?

Steps: How can we find the bug ourselves? Level up in any career/ Get Promoted while at career level lower than 10. It is important to include that my sim has the Entrepreneurial trait. Even so i advise to test it both with and without the trait.
What happens when the bug occurs? Instead of getting the the next career level, sim gets a raise, sometimes the game consideres the career maxed even though the level of the career is showing as lower than 10. The bug occurs even when mods are disabled and game restarted.
What do you expect to see? Leveling up in a career from level 1 to level 10 (level by level) and after max career level is achived (level 10) getting a raise each time the performance bar reaches max

Experiencing same with all careers. Ps5, no mods. Started in scientist lv 9, updated, no longer able to lv career just getting raises. Thought it might be a small glitch quit and reset game, issue persisted, quit career and re gained, now set at lv 6 with no promotion happening and only getting raises. Have done a cache clear since update for another game but did not fix. At the same time experiencing issues with one of the quests released as part of the promo for expansion, supposed to make a throne (outhouse) from workworking table...no option to make.
Off topic, but you need to complete some of the other tasks in that stage of the quest first. They will earn you enough event points to unlock the Wooden Throne reward and once you have done that, you can built it and complete the task in question.
I had same issue but was able to get it to work. What I saw was during promotions levels were being skipped and the career level number was out of sync with the actual level they were at. For example, with Naturopath career, Apothe-Curist Branch, the text said I was at Master Apothecary (the top tier), but the level number showed 9 (not 10). Once it was out of sync I only saw raises and no promotions.
To fix it, I had to remove the Entrepreneurial Trait from my sim and then restart the career (quit and choose it again. The problem has something to do with how that trait effects promotions. My sim still skipped levels, but the number stayed in sync and I was able to promote successfully to the top tier with tier number matching correctly.
To remove the trait I used the Mod Command Center (MCCC) mod. There might be other ways of doing that but for me, using the mod was the easiest way, I already had it installed. Too soon to say if that always works or if just a fluke, but I wanted to share in case it helps others past this.
Same issue, on PC. Tech Guru path, stopped getting promotions after I chose a path. My sim seems to get a raise every workday, but the promotion progress bar resets after each day.
Playing on Xbox - my doctor sim got to Level 8 then just kept being given raises, I tried quitting the career and rejoining but same happened. She somehow gets raises even when she’s on vacation and has only just been promoted (ie there should be no job performance progress on that day). My actress sim got promoted from Level 1 to Level 7 after a single Silver acting gig and isn’t getting promoted any more either, and she has been at max job performance (ie the yellow tick for promotion is there) without being promoted, despite completing multiple gigs.
I can confirm it has something to do with the Entrepreneurial trait. Using the cheat traits.remove_trait Entrepreneurial (to get rid of the trait) I solved the problem. It's a workaround but at least the sims can be promoted again.
I am also getting this issue on the PS5 i have additional packs but no mods at all, not experiemced this before the latest update is this going to get fixed anytime soon? A big part of the game for me is doing the careers and getting the traits for completing them, whats the point in playing if you cant get the bonus traits. No point in getting any more packs until this is fixed
I made a new sim for my game and he was able to get promoted in his job up to level 10 with no problem. I did not give him the entrepreneurial trait and my other sims do have that. For my sim that was having a problem getting promoted, I had him quit his job, moved the household to another house for a sim day maybe two, then moved them back and had him reapply for his job and it immediately took him to level 10. With that said, he is famous and has that perk to be able to go back to jobs at the same level he left them so I am unsure if that factored in or not. Maybe I was lucky but maybe this method will work for someone else too until the problem is fixed.
Just remember if you try this, to move any pictures and paintings from their house to inventory that you do not want to chance losing. Not saying that you will but better to be safe than sorry.
