Non-klepto/high mischief Sim has option to swipe

My sim does not have the kleptomaniac trait applied but the option to attempt to swipe still came up. Edit By Crinrict: Adjusted Title

I've been seeing lately that my Sims that don't have the Kleptomaniac trait are having the option to steal items while at community lots and other's homes.
