Good news. I might have found the cause since this happened to me. But it only happens when infants from their household are around the world crawling around. So this bug I reported about walk by infants might be also causing this. Check around the world to see if any infants around the next time you have this problem. Daisy Moon the infant is currently crawling around my area. Then her parents spawned and came to my house for no reason.
