Sorry Crinrict for "double Posting", the only thread I saw of this subject was from a year ago. I didn't want this recent entry to get "lost in the shuffle."
An update: After I posted on here about this experience, I repaired my game and then went back in to see if that made any difference but it didn't and the option to "Ask to Leave" was still greyed out. But... since I moved my Sims back into that apartment from previous attempts to get rid of that townie, I saved the game to where they were still standing in the hallway. I finally had the option to "Call Over" that townie stuck in the apartment. It took that townie a minuet or two as that townie just stood their laughing, but she did leave the apartment to venture into the hallway. I then quickly had my sims re-enter the apartment and had the door locked option set for "Everyone" to see if that would work.
When I had my one sim go to the kitchen and the other sim go to use the bathroom, I actually saw where the townies were entering in as now another one entered in by way of their bedroom that was not "attached" to an inner wall, it was an outside wall and still this townie enters in and goes into the kitchen and started spinning in circles like a record player. I had my sim that was in the kitchen go out to the hallway and call out that sim like I did with the other one, but this one would not leave, it just stood there spinning around. I exited back out of the game, saving progress as I didn't want to risk that other townie being stuck in there again with no options like before. When I entered back in, that second townie was standing out in the hall by my sim. So I had my sim reenter into the apartment and saved.
I now have them moved to a penthouse that is what I thought to function like a single-household, private residence (hoping I could get on with my game without any more of this issue. Yet, when I selected my sim to sit and watch tv with his fiancé, I saw a third sim show up that could be selected to join. I freaked out at first wondering how this could be. I searched around thoroughly to make sure there wasn't any guest, or another stuck townie, as I had set the residence to be a "private dwelling" for extra measure. Thankfully I saw no one on the grounds but my two Sims.
This game is really getting wacky and hard to play.
