NPCs don't wear party outfits/formal outfits at bars, night clubs, lounges

Most NPCs show up in casual outfits instead of their party outfits or their formal attire at these locations. Only a few NPCs will show up with the correct dresscode. This has been a bug for a long while, please fix it.
