Not in a rental (never been with this family), not on a cursed lot.
Everything from the spotlights on the ceiling to outside balconies have been on fire. Fire fighters seem to have routing error as there was no access to balcony and they can't reach the ceiling fires.

Check their traits for fear of fires. I have found this was tweaked at some point, and now things are randomly breaking into fires near said Sims. It can even happen if you visit (rotational play) another family where one of those sims has the trait. Then one or more of your current Sims can get the fear, and it just spreads.
