I am not able to adopt a dog through the phone while off the grid.
I have a power surplus and I am able to click on the option to adopt, the pop-up menu for adoption appears, I click to adopt a dog...

I have the same problem. I have to go into build/buy mode and temporarily go back on the grid to adopt a cat/dog. The same happens with horses on the board from horse ranch, but I can get mini sheep and mini goats immediately via the horse ranch board.
