I am sporadically coming across this issue too.

I do play with mods but I have ssen others playing without mods having the same issue so it is not mod related.
It is also across saves and different artstyles. So I have come to an end and just trying to live with it. The biggest problem is that the paintings are not sellable when they are blank. So the sim uses simoleons and time but gets nothing for it..
