For visibility, after this bug didn't get much feedback I had a debugging session on the technical issues forum and one of the Heros there suggested changes to the GraphicsRules.sgr file, which have made a huge difference for my performance, bringing it back to the level how it was pre BH patch (fluent and not stuttery). I since have kept the changes in and haven't had any issues, but of course this should not be the solution for this general problem. I'm seeing it popup more now on social media from other gamers.

Hi! I'm trying to fix this problem in my game. I appreciate you providing the link to the previous thread, but I don't understand what any of that means and can't find the GraphicsRules.sgr file anywhere either. Do you know of a more step by step instruction to solve this?
Hey CookieJar, sorry for the late response, I just saw this here.
If you follow the instructions of the other thread, there are links to a graphicsRules website that has all the details you can learn about it (that's all I learned as well). There are no step by step instructions, as this is quite an advanced topic and all info out there is partially outdated, so I wouldn't recommend doing any changes like these if you don't understand the other thread after some deep diving into all info that is mentioned there, as you might end up damaging your game. You also will have to make the changes after each patch, so it comes with constant maintainance. Again would only recommend that if you feel knowledgable about what you are doing.
To answer your concrete question: The GraphicsRules.sgr is on Mac here: Applications -> The Sims 4 -> Contents → Resources
But don't change it there, just copy it and paste it in the ConfigOverride folder, as instructed in that thread.
