[PC/MAC] Cannot sort by pack in build/buy and CAS

I'm not sure what caused it or when exactly it happened, but my pack filters in build mode and CAS are suddenly gone and the only option I see is the base game. I tried repairing the game, removing the only mod I'm using -which is mccc with only the cheats module-, I'm not using any CC, I tried letting the game create a brand new file in documents and running a fresh game, nothing worked. The filters are just not there anymore. All the DLC/packs are okay, the game is running okay, all packs, items are physically in game, but just filters no longer exist. I suppose it can have something to do with language/ strings files in the main folder that the game is installed, somehow something is mismatching with DLC/packs content, like everything is there but somehow, they're no longer properly registered - linked in the files that the game provides text and language and UI, but I'm not sure.
