I did a search for this issue but could only find years old posts in the Discussion forum, not the bug forum, so apologies if this has already recently been reported as a bug.
The bug has happened a few times in a save where I have a curfew set on the Bulletin Board and have pets in the household. It's the only save I have a bulletin board in at the moment and it is a save that did previously have mods and cc installed, although both have been uninstalled from my entire game for several months now and I have been playing mod and cc free. I play on PC and have all packs.
Basically, whenever teens or children are away from the lot close to curfew and if their parents are with them too then the family pets will call them to remind them that it's nearly curfew. (I can't remember if the pets call about curfew when the parents are home)
The three screenshots below show it occurring at a restaurant, while the family was on vacation and at a high school graduation.
