Placing lot over community lot doesn't change lot type properly

There must already be a bug report for this somewhere, but I cannot find it...
Placing downloaded Lots from the library or gallery often does not retain the new lot type. For example, I was replacing a community space lot with a recreation centre and it showed it as a recreation centre in build mode and then from the world view, so I thought it was fine. But then when I went back into it later to build some more it had reverted to a community space.
This happens with all sorts of different lot types, but is not happening 100% of the time.
Playing on PC with all packs installed, no mods or cc at all, in a new game.
