Could you give some more details ?
Can you not change any lot types on any lot or just specific ones or specific lots ?
Also are you using any mods/cc ?

no mods, what is happening is even when you select the correct lot type when placing a lot from gallery it is defaulting back to whatever was there before.

Does this happen on every lot you try ? Could you test a new save game as well to see if the same happens.

Yeah so far it has happened on multiple saves if you place a lot over an existing lot from the gallery.

There are a few lot types that give issues.
Which ones did you try (From and To) ?

from park to any kind of residential lot and from library into every kind of residential lot are the ones I remember specifically. I haven't placed lots on occupied lots since I made this post originally because I was annoyed. started a new save and put things in newcrest.

Does it work for you if you place a commercial lot on residential ?

I had this happen today. I placed a residential lot over a museum and moved a sim there and then the lot reverted back to museum and was very buggy. I managed to move the sim into a different house and then changed the museum to residential. The bug hasn't reoccured, but it gave me quite a scare.
