I never use mods or cc. I play on PC and I usually upload to my gallery objects made by my sims in build mode using 'room', to have them on hand like wooden objects, paintings, etc...
But when I upload prepared meals to my gallery, only the 'room' where I placed them appears, but none of the food.
Try uploading some prepared dishes made by your sim to your gallery and check that they can be uploaded and downloaded without problems.
