Threads in the archive are still open. You don't need to re-report unless you have new information.
Unless an issue in the archive has the actual status [ARCHIVED] or [FIXED] it's still open (specifically if it says open). Threads that say [ARCHIVED] usually have a new thread here already so check the first post for link.
It's ok to re-report but it's not necessary and discouraged to do if you don't have new info cause it causes a lot of work. You can find more info in the stickies pinned to the side.

Thank you!! I was confused about that. Somewhere I read that the sims team wasn't likely to look into stuff from the Archive even if it was unsolved, and I just really wanted to make sure they knew because this bug has been my Roman empire for a while now. And the replies were turned off for the original post. Did not know this was discouraged, and I apologize for any inconvenience.
