I also found another man NPC at the moviestudio before leaving. And the same person I happened to take example photos of called me: still having the eyeshadow on. I attached another photo. After the phone call I invited the same guy to my house, and then the eyeshadow was gone. So it clearly comes and goes, mostly comes since I rarely interact with the NPC's outside the events.
