Running into this as well. The big problem is the outdoor trash can I use isn't intended to be ABLE to be knocked over, so when this happens I have to go into build mode and delete/replace it since there's no 'pick up' option to return it to normal.
Yes! I was using that concrete/stone one you see on all the Oasis Springs neighborhood streets because it couldn't be turned over but now it can. My sim can't pick that one up though, so you have to replace it in build mode, which breaks gameplay.
At the moment I am mostly using that expensive electronic one that vaporizes the trash so they never have to take trash outside in the first place. Alternatively you can fence off your can and lock the gate to household only so no one else can reach it. Finally, if there is a can on the street nearby see if your Sim will carry the trash there. Steet cans never get kicked and they do use them if they aren't too far away.
