Reaper's Rewards: Wait for Newsletter Task Not Completing

logged on to complete my week one quests and was able to complete "Assistant to the Grim Reaper" no problem, but when I tried to complete "A Call Away", the newsletter wouldn't come in the mail; the mailman got stuck just waving at the sky instead of delivering the newsletter, so I tried to move the mailbox as well as reset the mailman both of which failed to solve the issue. So, after the mailman left, I decided to just pay for it to come early which did make the letter appear, but as soon as I read it, the UI for the even went away, save for the grim icon that shows the quests, however, I can't actually complete any of the quests.

I tried to wait for week two to come out to see if the popups would fix it, but unfortunately, it did not. 

I did try disabling my mods, verifying the game files, and playing a completely different save, but nothing has been able to fix it.
