SOLVED!
Go into build mode, place every mailbox you can find.
Then click on each one until the "replace ambrosia newsletter " option pops up.
Click it and wait for the new one.
After you collect your mail the quests will progress forward.

Tried all the solutions here... still not working. I am not able to complete any tasks for the part 2 of the first week "A Call Away". *sigh*
I just tried this one and it fixed more than I even knew was bugged! Like the tasks didn't show on the left before, I didn't have expedite mail delivery option, etc. This fixed it all for me :)
