Receiving Notifications from other Households

I just got a notification for a sim that I do not play. She was not in my sims house and only one of my sims has met her and she is just an acquaintance. Never seen a notification for a sim I don't even play that I can think of. I scoured the neighborhood and found her in a park at a food stall. But that still doesn't explain why I would get a wall notification for a sim that means nothing to my household. My sims house is directly north in the photo where you can see her at the food stall.

I've had several instances of this across several saves now, where I will get a social notification from two non-household sims having a conversation somewhere else on the lot.

"Sim A has learned Sim B's financial status..."; "Sim A has learned Sim B's career..."; etc. while I'm playing with neither Sim, have never played with them, and do not have either of those sims in my household.

In the attached photo, in the notifications, I'm getting a notification for Yoltic, and he is somewhere else on the lot (my Sim also had not interacted with him at all). I've seen this happen with both premade and randomly generated townies

I am going to upload my save file but there are a few things I have noticed that seem important for you to know as it seems a multi-part problem. First thing is that when this problem happens with notebooks, romantic information and boundaries, it is usually from a sim somewhere in the vicinity of my sim and it comes from a sim that they are not having any interaction with and they do not know the sim or is only an acquaintance with them. I can't remember a time when a notebook or romantic notification came from a sim that my sim knew well.

Secondly, when a notification happens regarding how much a sim has earned on interest from having the Shrewd trait, it is always from a sim in one of my played households and I find that it seems to happen if there has been some interaction with them recently. Like running into them at a club, or having them over to hang out. Most of my households are friends and hang out or run into each other frequently but I will only get one notification in regards to the interest earnings of one sim as far as I can recollect. I can't recollect a time that there has been more than one so if it has happened, it is so rare that I don't remember it. 

Again the boundaries notification for a sim my sims don't know and were not talking to. Notice no group conversation. The sim sitting at the bar is the one that the notification randomly came from and both my sims got it. 

This notebook notification from other people seems to happen consistently in Moodwood Mill. Especially if at the bar or in the underground bunker. 

My sims were both inside their house working on freelance programming gigs at their computer when this notebook notification from another sim popped up. They do know the sim in question but as you can see, he is not even near their house.
