This being a Windowed Fullscreen issue like Cellhawk mentions makes sense, since I've had this bug the entire time I've played the Sims as far as I can recall, which was whenever Cats & Dogs came out. I'm also on PC and now the EA App, but this was definitely still happening to me back on Origin before the EA App existed.
