[RL] Can't waltz on waltz floor placed outside

I placed a Waltzing Dance Floor - Petite outside, with a residential wall speaker on the wall above it. With music playing, my sim could not click on the dance floor and Practice the Waltz - the option was grayed out because "You need Waltz Radio Station or any Dance Music to run this interaction." When I place a Hip to the Max Cardboard Dance Floor in the same place with the same music playing, the option is not grayed out. My sim can also Practice the Waltz when clicking on the speaker with either dance floor present.
