I don't use mods or cc. I play on PC in Dutch.
When making the Van de Kerkhofs ( Goth) dynastie in my excisting save, I could not add Christiaan van de Kerkhof's daughter in law and his great-great granddaughter, because the friendship was not high enough. I had to go visit them with Christiaan to befriend them before I could add them.
