I have this issue, but I have noticed a slight workaround: if you move a Sim out of a family unit and into a new household, then save from the Map once they are in the new household, it has allowed me to save intermittently.

FYI

I am also in an unmodded game with no cheats enabled, etc.

I've also returned to playing and have this issue with a multigenerational family, as my family has over 20 members. I move my active Sim between these families on different maps.
