I now know how this bug is triggered. The Scandal system has a bug where if a sim with a scandal dies, the game cannot be saved. The fix is to revert to a point before the sim died. Disabling the Scandal system doesn't prevent this; I've tried disabling it, but I still get the scandal.

I’ve had a similar issue on my PlayStation game that totally corrupted my game. However, my error was caused by a Scandal that I think corrupted my game because the Scandalized Sim told someone else his secret willingly. He never died with it, but having the secret and telling anyone seemed to be enough to bug out the game.
Fortunately, I was able to install a previous save from the Cloud to replace the bad one and I am back in business. Sharing in case anyone else has a similar experience. I no longer have the error code but if I come across it again I’ll add it to this post.
