[RL] Scandal Icon not going away when cleared/Moodlet time getting longer

I have this purple exclamation point in a cloud that periodically flashes. Now, I thought it had something to do with a scandal that my Sim got involved in, since I think that's when it started...

I haven't compared with unaffected sims, but I think the reduction in skill gain speed might be stuck even after the vfx trait has been removed. And even if that's not the case, the fact that no one thought to check that a new system switches off properly is just... baffling.
