Same is happening in my save file. I am on Xbox so no mods or cc. At first I thought it was because one of them is a ghost. But that doesn't make sense as even thought she's not alive, she's still married to him. Now I avoid having them woohoo and instead have them be romantic in other ways such as watching the sky together.
