I'm also experiencing this bug, plus some related weirdness.
Both sims in the main household I'm playing with are in the Sparkles dynasty. My main sim is the dynasty head. Her brother, who's also in the dynasty, just had a baby. The brother is a Landgraab. He's not in the Landgraab dynasty, but his brothers are. He lives with the Landgraab dynasty head.
By default, the game added his new daughter to the Sparkles dynasty, which makes sense. Before the update, new children weren't being automatically added to dynasties at all for me.
I want the daughter to be part of the Landgraab dynasty though. I switched to the Landgraab household. Immediately I was alerted that the daughter was now part of the Sparkles dynasty. I put the daughter into the Landgraab dynasty and made her the heir. The game made the change, but it didn't remove her from the Sparkles dynasty. Since she's a baby and doesn't live in the same household as the Sparkles dynasty head, I was unable to manually remove the daughter from the Sparkles dynasty.
I switched back to the Sparkles household and had the dynasty head remove the daughter, her niece, from the Sparkles dynasty (and get a bitter sentiment with a baby). When I switched back to the Landgraab dynasty household, I was immediately alerted that the daughter was now part of the Sparkles dynasty, again. And once again, I couldn't remove her.
