[RL] Sims drop interactions to read books with Scholarly Ideal

This drove me nuts within a very short space of time. I've had to go back to a previous save before I made the dynasty.

Every. Few. Seconds. That is how often sims would abandon their tasks to go read.

Bearing in mind that they had wellness, cooking and writing as their preferred skills but would abandon all of these to go read for their scholarly activities.
