Romance interactions disappear between Sims from different household

The Romance interaction category disappears completely when my Sim interacts with a Sim from another household.

Romance works normally between two Sims who are in the same household. However, when one of those Sims interacts with a Sim from a different household, the Romance category is completely missing, including under More Choices.

This happens with:

- old saves

- brand-new saves

- newly created Sims

- Sims from separate households

I have no mods or custom content.

Troubleshooting already performed:

- Repaired the game through the EA app

- Regenerated the Sims 4 user folder

- Tested old and new saves

- Tested newly created Sims

- Completely uninstalled and reinstalled The Sims 4

- Restarted the PC

- Tested with The Sims 4 Lovestruck installed

- Uninstalled Lovestruck and tested again

The issue remains after a completely fresh game installation and without Lovestruck.

Game version: 1.126.78.1020 DX11

Reproduction:

1. Create two Sims in the same household.

2. Romance interactions are available between them.

3. Have one of the Sims interact with a Sim who lives in a different household.

4. The Romance category is completely missing, including under More Choices.

This makes normal relationship/romance gameplay impossible with Sims from other households.
