I can reproduce something similar with that outfit. The dress mesh seems to clip with the leg mesh when the Sim switches to sitting animations, which is why the black spots appear.
A quick test that sometimes helps is switching the Sim to a different sitting surface (sofa vs dining chair) or slightly adjusting body sliders in CAS, as some body shapes push the legs further into the mesh.
Since you already confirmed it happens with no CC or mods, it definitely looks like a mesh issue with that outfit. Good catch reporting it.
