Across many saves, families, generations, and Winterfests, mods, no mods. The past few real life months my toddlers ask Clement Frost for a present, toddler gets excited, Father Winter belly laughs, no present

I have had the same issue where the "Ask for present" interaction is not available for any sim. The way I have fixed it is going to manage neighborhood and seeing if Clement Frost has moved into a house. If you evict him the interaction will return. It is a real hassle to try and remember to check the neighborhood before each Winterfest to ensure he hasn't moved into a house.
In a new save no mod or cc installed (saw this happening to other people too). So Father Winter comes and adds presents to the present pile. My sim comes to him introduces herself and there is no option for her to get a gift from him.
None of my Sims, toddlesr, children, teens or adults, have been able to ask FatherWinter for a present, the option never shows up.
It's been months now.
In my save, no Sims are able to ask Father Winter for a present (regardless of age). Father Winter is living in a house, so that may be the reason why (per earlier comments). Father Winter just comes are adds gifts to the present pile, and there is no option to ask him for a gift (either before or after he does that action). No mods, no CC.
As of this posting, I'm not getting an "ask for present" interaction with Clement Frost at all. No CC or mods and playing on PC. With my current family, which I play exclusively, so not sure about other households, I've not been able to ask for presents by any family member, child or adult (no toddlers present in current family at time of Winterfest). I've checked the full social tree and no option for "ask for present" has been available for my entire playthrough. My starting Sims are now elders, so this has been going on for many Sim years. I agree with a previous post that it became very common within the last year (Romance, Life & Death), but it was happening before that (though not consistently with every family member/every holiday, as it is now).

Community ManagerMy issue is not just with toddlers, but when I click on Father Winter, the 'Ask For Present' option is no longer there for any of my sims, regauardless of their age.
Father Winter now gives toddlers a gift even if they've not officially met.
